SMUD will modify offer worksheet to correct calculation error when performing its evaluation.*** **Optional form for "Proposed Terms of Purchase" posted on 8/21 for the convenience of offerers** SMUD is a regulated entity and will face a compliance obligation beginning in 2013 under Cap-and-Trade Regulations adopted by the California Air Resources Board (CARB) as part of CARB’s implementation of California Assembly Bill 32, the Global Warming Solutions Act of 2006. SMUD is soliciting qualified Offers for the purpose of purchasing Offset Credits to satisfy SMUD’s compliance obligation. Pursuant to §95854, SMUD may meet up to 8 percent of its compliance obligation through the use of qualifying Offset Credits. All Offset Credits must fully adhere to the requirements of Subarticle 13: ARB Offset Credits and Registry Credits and, as applicable, Subarticle 14: Recognition of Compliance Instruments from Other Programs. SMUD is in the process of finalizing its Greenhouse Gas (GHG) strategy, including the timing and quantities of Offset Credits to be purchased.. SMUD anticipates a need for up to approximately 200,000 Offset Credits annually in the first Compliance Period (2103-2014). SCOPE OF PRODUCTS & SERVICES Protocols: SMUD will accept Offers for Offset Credits exclusively from the following Compliance and Early Action project protocols to be used in the first Compliance Period (2013-2014): 1. Compliance Offset Protocol Ozone Depleting Substances Projects, incorporated by reference October 20, 2011; 2. Compliance Offset Protocol Livestock Projects, incorporated by reference October 20, 2011; 3. Compliance Offset Protocol Urban Forest Projects, incorporated by reference October 20, 2011; 4. Compliance Offset Protocol U.S. Forest Projects, incorporated by reference October 20, 2011; 5. Climate Action Reserve U.S. Livestock Project Protocol versions 1.0 through 3.0; 6. Climate Action Reserve Urban Forest Project Protocol versions 1.0 through 1.1; 7. Climate Action Reserve U.S. Ozone Depleting Substances Project Protocol version 1.0; and 8. Climate Action Reserve Forest Project Protocol versions 2.1 and 3.0 through 3.2, if the early action offset project contributes early action offset credits into a buffer account based on its reversal risk calculated according to the Compliance Offset Protocol U.S. Forest Projects, October 20, 2011.
