Description :
Power System Operations training (PSOT) is tasked with the responsibility of providing training to SMUD Distribution Operators and Trouble shooter. To adequately perform this task PSOT is required by NERC standards to follow a Systematic Approach to Training. The first step of this approach is to identify and document the existing work/tasks being performed and to identify the associated skill and knowledge required to perform the work. The result of this effort is a detailed inventory referred to as a Job Task Analysis (JTA). The JTA has several sections: • Task description: A written description of the task/work being performed. The tasks are given a reference number that will be used to link the task, steps and associated skill and knowledge to each other. • Skill and Knowledge – The minimum Skills and Knowledge associated with each task. This section identifies the basic skill and knowledge needed to successfully complete a task. • Define steps: Steps required in completing the defined task. This section identifies the “HOW and WHAT” of the task. The section describes how the task is performed. It describes the actions/steps and determines the sequences of the steps required to perform the task. • Condition: A description of what conditions are associated with the defined Task. This section would identify and describe the circumstances under which the task is performed. • Tools: Identification of tools that are required to complete the defined task. What are the tools needed to complete the task such as special software or equipment. • Reference: Identification of any associated procedures, documentation that can be used as reference and is associated with the defined task. • Criteria/metrics: Criteria/Metrics that will be used to determine successful completion of the defined task. PSOT will use this data in conjunction with a Distribution Operations’ Training Program to develop training for the Operators and Troubleshooters. The Distribution Operations’ Training Program documentation describes the continuing education and initial training of the DSO Operator and Troubleshooter. The program attempts to utilize “Best Practices” to implement training. PSOT plans to further develop capability assessments criteria, associated evaluation templates and trainee package for both the Initial and Continuing education training programs. PSOT also intends to develop a Program Evaluation procedure to incorporate an evaluation process into the overall training program to ensure that it is updated and in line with current practices.
