This Request for Proposal (RFP) is to identify, develop and implement an expansion to SMUD’s successful residential electrical wiring warranty program, called HomePower®. The HomePower® program has over 25,000 participants and has generated significant annual net revenue since 2007. HomePower® covers repair or replacement of common electrical components in the home when they fail due to normal wear and tear. For just $5.95 a month, customers are covered for up to $500 in parts and repairs each year. Components include outlets, switches, circuit-breakers, fuses and internal wiring. SMUD hired electrical contractors respond to service calls and perform the work, which averaged $130 per claim for the past two years. The number of annual claims averaged approximately 10.5% across all program participants over the past 5 years. An expansion of this program to include heating, cooling and ventilation systems (HVAC) will keep the basic model used by HomePower® whereby certified contractors perform service calls for repairs and equipment replacement, while SMUD charges customers a monthly premium on their electric bill. A key benefit of this expansion to program participants and SMUD are the upgrades to energy efficient equipment at the time of replacement. SMUD has developed and released this RFP in an effort to secure a new contract to extend its HomePower® product offering. The Goals of this program, in priority, order are to: 1. Promote energy efficiency through tune ups and HVAC change outs 2. Strengthen customer relationships The expanded HomePower® program will be called HomePower Plus for the purposes of this RFP. The minimum coverage footprint for HomePower Plus includes heating equipment, cooling equipment, ventilation equipment and thermostat repair and/or replacement. A key difference between HomePower® and HomePower Plus would be that whereas HomePower® currently accepts enrollments with regard to duplexes, condominiums and triplexes, HomePower Plus will be limited to single unit detached residences.
