PLEASE SEE REQUEST FOR PROPOSAL DOCUMENTS FOR A COMPLETE DESCRIPTION OF REQUIREMENTS.  
SMUD is seeking proposals to establish a Master Services Agreement for Information Technology Support during a four (4) year period, and may award one or more contracts to the following, depending on the proposals received and SMUD’s determination of the proposals’ ability to meet SMUD’s needs:
  
1.	One or more contracts to the highest evaluated proposer(s) for each of the Four (4) Categories below: 
a.	Category 1:  Applications
b.	Category 2:  Infrastructure
c.	Category 3:  IT Enterprise Support Services
d.	Category 4:  SAP

2.	One or more contracts to the highest evaluated proposer(s) overall 

This approach will ensure SMUD is able to contract with Proposers who are of a sufficient size to provide adequate breadth and depth of service, while also ensuring SMUD is able to meet its more specialized Information Technology Support needs through highly focused, boutique firms.  SMUD estimates that the aggregate of all purchases made under the contract(s) will not exceed $18,000,000.

During the contract term, SMUD’s requirements will include both professional services and staff augmentation services.  For purposes of this agreement, the terms professional services and staff augmentation shall be defined as:  

1.	Professional Services – Unique, technical, and/or infrequent functions performed by an independent contractor(s) or team of independent contractors.  An independent contractor is someone who contracts to do a piece of work according to his/her own methods, and is subject to SMUD’s control only as to the end product or final result of work, and not as to the means and manner in which the work is performed.
2.	Staff Augmentation – Temporary IT employees who support projects or regular IT needs and are managed by existing SMUD supervisors/managers.  

Accordingly, please note that this solicitation contains two contracts.  One contract will govern work performed in a professional services capacity.  The other contract will govern work performed in a staff augmentation capacity.  Successful contractors will be notified prior to proposing resumes for a specific task under which contract work for that particular task is to be performed.  

SMUD will release individual tasks as needed.  Contractors awarded a contract will have the opportunity to compete for each task by submitting proposals in response to a Request for Task Proposals.  The selected Contractor(s) must agree to comply with all related requirements and be capable of performing more than one task at a time.  

MANDATORY REQUIREMENTS: 

THE ITEMS IN THIS SECTION WILL BE EVALUATED ON A PASS/FAIL BASIS ONLY THOSE PROPOSALS MEETING ALL OF THE MANDATORY REQUIREMENTS WILL BE CONSIDERED.

1.	Proposer’s firm must have five (5) or more years of experience providing services of the type identified in this RFP.  

2.	Provide reference information for three (3) companies or agencies for which you have provided similar services in the last three (3) years.  Include:  Company Name and Address, Contact Name, Email, and Phone Number and description of services provided. 

3.	Proposers must be able to provide BOTH Professional Services (individuals and teams) AND Staff Augmentation services.
