Description :
SMUD is seeking a Program Administrator (PA) to design and administer a commercial Demand Side Management (DSM) program called Complete Energy Solutions (CES) that will deliver comprehensive energy efficiency and other DSM solutions for small and mid-sized business (SMB) customers with up to 300 kW in demand. SMUD rebates will be paid directly to customers and will pass through the PA. The PA will receive performance-based payments based on first-year kWh saved. The following are some basic design principles of the CES program: 1. CES is designed to be a “one stop shop” program, providing a seamless customer experience from audit to installation to rebate. 2. Program Administrator’s staff performs audits of all energy consuming systems and provides a proposal to customer documenting good retrofit candidates. 3. Auditor leaves value proposals with customers and some form of rebate guarantee coupon for projects with longer development cycles. Installation contractors will be “trade allies,” meaning that they are participating contractors that work directly with customers rather than subcontractors to the PA. These trade allies do not need to be listed as subcontractors in the proposal. 4. The PA’s employees MUST NOT perform construction work. 5. The PA MUST NOT pay the trade allies for any construction work performed, except for a customer’s rebate which may be assigned by the customer to a trade ally. It is up to the customer to choose a trade ally to contract with for the retrofit/installation work. 6. Measures available and energy savings claims will be based upon the methodologies of the California Municipal Utilities Association Technical Reference Manual (CMUA TRM Version May 5, 2014). 7. PA’s auditors must be capable of evaluating the complete spectrum of energy consuming equipment. 8. The PA pays the customer or trade ally any applicable rebates. SMUD then reimburses the PA through an automated payment process. 9. SMUD pays the PA a performance based payment ($/kWh) for completed and operational retrofits. See RFP 160023.PD for details.
