The Proposer shall provide all labor, material, and equipment required to perform the Service described as: LONG-TERM FORECASTING FOR OPERATING AND CONTINGENCY RESERVES PURPOSE The purpose of this Request for Proposal is to solicit a proposal for services to assist the Sacramento Utility District (SMUD) in forecasting operating and contingency reserves. SMUD is seeking a methodology capable of forecasting these reserves on a sub-hourly, hourly, daily, weekly, monthly, seasonal and annual basis. BACKGROUND SMUD currently uses existing reserves studies to forecast future reserve obligations. This method has worked well, but as the California market has evolved, SMUD believes it to be prudent to review and revise its current internal methods for forecasting reserves. From previous work, SMUD has four (4) years of historical and simulated 5-minute load and site-specific generation data for existing and projected future resources. Also from this work, SMUD has 5-minute clear sky solar data from a solar data vendor and forecasting company. Additional future intermittent resource data development will be needed to accommodate IRP scenario studies. See attached RFP document for full scope of work.
