Description :
SMUD’s North City 115/21kV Substation was originally constructed in 1953. Due to the age and condition of the existing facilities, SMUD has decided to install a new Station E Substation to replace the North City Substation on an adjacent property. Station E will be designed and constructed to meet the present electrical system requirements with 230kV expansion in the future. Station E Substation will include 115kV two main buses with a breaker-and-a-half arrangement; three 115/21kV transformers and three 21kV ring busses. The existing 115kV overhead & HPFF underground transmission lines to North City Substation will be relocated and reconnected to Station E Substation. The existing 21kV overhead & underground distribution lines to North City Substation will be relocated and reconnected to Station E Substation. The existing North City Substation will remain in service during the Station E Substation construction. Access to North City Substation shall be maintained by the contractor throughout the construction of Station E Substation. STATION E Construction vehicle access routes have been identified; refer to “RFP 2.2 Attachment- Station E Access Routes.” Temporary shoo-fly poles will be installed by the Contractor to energize Station E Substation. The North City Substation will be removed by SMUD following transition of the transmission & distribution circuits to Station E Substation. Sacramento Municipal Utility District (SMUD) is in the process of designing the Station E Substation Project. The Station E Substation Project site is located at 171 20TH ST, SACRAMENTO, CA 95816. The Substation site occupies approximately 16 acres near downtown Sacramento. All transmission line work (foundation, pole erection, conductor installation, etc.) shall be completed by the Contractor. The Contractor shall be responsible for the 21 kV overhead & underground feeder work from the substation to the first pole or manhole outside the substation fence. SMUD will be responsible for the 21kV feeder work beyond the first pole outside the substation or from the splice location to the underground distribution system. SMUD is completing a waste excavation and rough grading construction project, in 2018 under a separate construction contract. Refer to “RFP 2.2 Attachment- Waste Excavation and Rough Grading (Not Part of this Contract)”. In general, the Rough Grading project includes removing and disposing of the majority of known subsurface waste, confirmation sampling to ensure those areas meet the agreed upon clean up goals (as documented in the 2017 Construction Soil Management Plan for the Station site), adding/compacting clean fill to prepare the site for Phase 2 construction activities, constructing the sub-base over the area where waste is remaining (to be capped as part of this RFP) and stabilizing exposed fill surfaces. SMUD had a Geotechnical Engineering Study completed for the site. Refer to “RFP 2.2 Attachment-Geotechnical Engineering Study” by Youngdahl Consulting Group dated February 2017. SMUD had a Construction Soil Management Plan and Postclosure Land Use plan completed. Refer to “RFP 2.2 Attachment-STE CSMP_PCLUP July 2017.” SMUD had a Thermal Analysis of Native Soil completed for the site. Refer to “RFP 2.2 Attachment-Geotherm RFP Station E_UP 115KV Alignment 2016 Soil Test.” SMUD had a Site Investigation Results Report completed for the North City Substation property. Refer to “RFP 2.2 Attachment-N City Site Inv Results Report 12-18-2015.”
