Description :

SMUD is requesting proposals for a qualified proposer to be the plan administrator (“Plan Administrator”) for SMUD’s Flexible Spending Accounts – Health and Dependent Care (“FSAs”), Health Savings Accounts (“HSAs”), and COBRA plans (together the “Plans”).  

The following services at a minimum are required of the Plan Administrator:

Ensure the administration process flows through SMUD’s third-party benefits portal (currently Benefit Focus).

Provide the ability for SMUD, through the platform provided by the Plan Administrator to upload enrollment information and files electronically.

Cooperate fully with SMUD and its representatives including, but not limited to, a third-party benefits administration platform, legal counsel, actuaries, auditors, accountants, brokers, and benefit consultants.

Have a designated representative available Monday through Friday from 8:00 a.m. to 5:00 p.m. (Pacific Time Zone) to answer questions and resolve any administrative problems arising from the Plans.

Provide SMUD with a document that fully describes the FSA, HSA and COBRA plans (“Plan Document”) and update(s) as necessary. 	

Provide SMUD’s Benefits personnel online training during implementation on the use of the Proposer’s administration process and tools.

Provide SMUD with informational tools for open enrollment and attend open enrollment meetings if requested.

SMUD retains all final authority and responsibility for the Plans and their operation.  The Plan Administrator is empowered to act on behalf of SMUD in connection with the Plans only as expressly stated in this Agreement or as mutually agreed to in writing by SMUD and the Plan Administrator
