The Sacramento Municipal Utility District, hereinafter referred to as the District or SMUD, is soliciting qualified Offers for the purpose of purchasing Carbon Offsets from new projects preferably located in the Sacramento region and meeting the rigorous offset standards of the California Climate Action Registry. The Carbon Offsets will be used to meet customer demand for SMUD’s voluntary carbon offset program. The program, started in 2007, has more than 700 members, and projected demand for offsets is expected to exceed SMUD’s current supply in 2010. As a result, this Request for Offers is intended to result in the procurement of approximately 45,000 tonnes of CO2 equivalent offsets. SMUD intends to help fund such emissions reduction projects using the revenues collected from participants in the Carbon Offset Program. Projects which meet the rigorous standards of the California Climate Action Registry (CCAR) offset protocols will be given first preference. In the event that SMUD does not receive enough qualified offers meeting the CCAR standards, SMUD will consider projects that meet the Voluntary Carbon Standard (VCS). In either case, projects must undergo third party verification. SMUD will also consider proposals for projects of the types currently under consideration by CCAR for protocol development, however contracting may be delayed depending on the relative certainty of the protocol guidelines. SMUD recognizes that there are a wide variety of GHG emission reduction project opportunities in California; however, this solicitation is limited to those projects that can be developed according to robust project accounting methodologies and that will remain eligible for crediting in the fluid regulatory environment that governs carbon offsets. In order to maintain the integrity of its emissions reduction project portfolio, ensuring project additionality, credibility, and permanence are of paramount importance to SMUD when making project procurement decisions. Any offsets that are sold to our customers will be retired on their behalf through the Climate Action Reserve or appropriate offset registry in the event that the offsets are not produced according to a CCAR methodology.
