AERIAL PHOTOGRAPHY SERVICES

This project will utilize drones to obtain high-definition 100-megapixel photos of all components of approximately 1500 transmission structures within Sacramento County, and a portion of South Placer County. The photos will be taken from multiple angles, multiple elevations, and focus on insulators, connectors, splices, structure body and other components. The drones will also take photos of surrounding terrain and transmission structure footings and Right-of-Way (ROW). Additionally, the contractor will submit to SMUD Contract Manager and third-party reviewer all high-resolution images in electronic format with metadata in a SMUD defined file naming convention.

UARP Reservoir Bathymetric Surveys

Sacramento Municipal Utility District owns and operates the reservoirs listed below. The reservoirs are formed by dams and used for hydroelectric power generation. SMUD calculates the amount of water in storage for a variety of operational and regulatory requirements by measuring the water surface elevation. An important parameter in this calculation is the relationship between contents and water surface elevation. To this end, SMUD requires surveys of the bathymetry of these reservoirs. These reservoirs are in the Sierra Nevada, El Dorado County, California, west of Lake Tahoe, on the American River watershed. All have boat ramps and are accessible year-round using paved or well-graded gravel roads. Each boat ramp, with one exception, is publicly accessible over US Forest Service or county roads. Reservoirs are generally held nearly full year-round. They are long and narrow, at the bottom of canyons. Attachment 1 has sketch maps of each reservoir, with UTM grid location, a scale bar, and symbols identifying the dam and boat ramp.SMUD calculated bathymetry when designing the dams forming these reservoirs. SMUD made bathymetric measurements and calculations in 1999, and at two of the reservoirs, additional bathymetric measurements.

To support SMUD’s continued and increasing need to procure sources of renewable energy, SMUD’s Power Generation Project Development organization is developing several Solar, Energy Storage Systems (ESS) and Wind projects, and may have other technologies that we explore development of during the contract term. These projects are in various stages from ideation, planning, design, and construction. SMUD seeks services to support each project from ideation, planning, design, construction, commissioning, operations and maintenance, through end-of-life (including demolition or repowering as permitted). SMUD owns, administers and/or operates a variety of utility scale renewable energy facilities. SMUD currently owns and operates a 300 MW, 103-unit wind farm in the Collinsville-Montezuma Hills Wind Resources Area (Vestas V150 and V90 turbines) on 5,900 acres that includes three distinct projects (known as Solano Phase 2, Phase 3, and Phase 4 (Solano 4). SMUD is currently in the process of developing a project to replace end of life turbines, known as the Solano Wind Phase 5 (or Solano 5) Project. The existing projects are connected by a combination of 21kV underground transitioning to overhead lines and 34.5 kV underground collection systems that connect to the Russell Substation. Solano wind farm facilities also include an on-site operations and maintenance (O&amp;M) warehouse and shop, oil storage buildings, and office building, which are steel frame structures with fire detection systems. The wind plant (turbines and associated Balance of Plant (BOP)) is operated and maintained on SMUD’s behalf by an O&amp;M contractor.

DAM SAFETY PROFESSIONAL ENGINEERING SERVICES

SMUD owns and operates 13 dams. They were designed starting in the late 1950s and constructed 1961 through 1970. Elevations of these dams range from 200 ft in the Central Valley to 6,500 ft in the Sierra Nevada; they are of earthen and concrete construction; and they range in height from 20 ft to 450 ft. Several dams include appurtenant structures such as spillway gates and saddle dikes. In descending order of elevation these dams are: • Rubicon Dam • Buck Island Dam • Loon Lake Dam • Gerle Dam • Robbs Peak Dam • Ice House Dam • Union Valley Dam • Junction Dam • Camino Dam • Brush Creek Dam • Slab Creek Dam • Chili Bar Dam • Rancho Seco Dam Based on past efforts, some of the types of detailed engineering and design could include the following examples. Consultation for related items not listed here may also be requested.· Spillway chute expertise; design evaluation, potential failure modes, risk assessment/mitigation, stability analyses, erodibility assessment· Hillslope erosion potential· Embankment dam stability· Concrete gravity and arch dam stabilityExpertise in new FERC Part 12D regulations to support follow-up risk reductions measures in response to recently completed Part 12D Reports. · Radial gate condition assessment and structural analysis· Seismic loading criteria and structure response studies· Geological assessment, geotechnical analysis, drilling program plans· Steel gate corrosion arrest and protectionConcrete maintenance and rehabilitation · Concrete dam foundation anchoring· Hydraulic (fluid dynamics) analysis· Dam failure modeling and inundation mapping· Concrete arch dam movement monitoring system· Owner’s Dam Safety Program (ODSP) review/auditIt is expected that the Contractor will provide good value to SMUD by assigning persons with expertise at a level appropriate to the task at hand, assigning highly qualified personnel only where warranted, and otherwise taking cost-controlling measures. Contractors shall invoice SMUD for engineering work and engineering geology work only when done or overseen by licensed engineers or geologists, and if so, work products shall be signed and stamped as required by California Department of Consumer Affairs regulations. If the work done does not qualify under those regulations, Contractor shall invoice SMUD at a non-professional engineering or geology rate.Communication is of the essence and SMUD’s assets have a long-term life. Drawings and reports will not only be critically reviewed by SMUD but also by federal and state regulators, often several staff members at each. Reports will be added to SMUD’s Digital Project Archive and critically reviewed by engineers every 10 years for the life of the dam.
