1.1. GENERAL The Proposer shall provide all labor, material, and equipment required to perform the Service described as: Residential Integrated Distributed Energy Resources (iDER). SMUD is seeking a qualified contractor to implement this pilot program. SMUD intends to award one or more contracts to the highest evaluated proposers with the total aggregate amount not-to-exceed $975,000 for a one-year period. 1.2. BACKGROUND Many SMUD customers have homes that over generate electrical power via rooftop photovoltaics. We anticipate that this will become more common as people with PV downsize their households, and as the original owners of the PV sell their homes to people with lower electricity consumption. Customers who over generate are typically losing money in the sense that their original investment in the PV is only being repaid at wholesale energy rates (net metering). This creates an economic incentive for these customers, and an opportunity for SMUD to pilot new technologies in these customers’ homes that could find wider application in our territory once the controls and techniques in this pilot are more mature. At present, we believe that no integrated systems exist for the control of Distributed Energy Resources (i.e., time-shiftable loads) in residential applications. By “integrated”, we mean systems that will optimize the time of charging and discharging of DERs to minimize each customer’s bill, and to minimize SMUD’s expenditure on wholesale power. SMUD places high value on creating new and valuable types of customer relationship, and on being the “trusted energy advisor” to our customers. Emerging technologies often target those customers who are likely to enjoy or tolerate complex technologies, but to achieve our greenhouse gas reduction goals SMUD needs to deploy advanced load-shifting controls to a significant percentage of our residential customers, not just early adopters. 1.3. OBJECTIVES 1.3.1 Goals The goal of this pilot is to evaluate whether the integration of additional automatic DER technologies into residential customers’ homes can minimize the export of excess solar PV generation, and reduce their overall utility bill, in a way that is cost-effective and sustainable as a utility program. The pilot will evaluate these technologies in the homes of 100 customers who are net exporters of PV either annually or by month. The DER technologies include: • Automatically controlled smart thermostats • Home energy management systems (HEMS) implemented either via a physical interface in the home, or an app • Automatically scheduled heat pump water heaters with thermal storage (HPWH) • Automatically controlled battery storage (ESS) 1.4. SCOPE OF WORK The scope of work includes the detailed development of the pilot design, and then the implementation of the pilot (including recruitment of customers, and the recruitment and management of installation subcontractors). The contractor will be the single point of contact for SMUD customers approached during the pilot. The contractor will serve as a prime to the installation subcontractors, responsible for their performance and for paying them any amounts due under the pilot (those amounts will be added to this contract before implementation begins). The contractor will also be responsible for providing information and data to a third party M&V contractor (to be determined) in a complete and timely manner. The contractor will not be responsible for the performance or payment of the Integrated Technology Solution Provider (to be hired under a subsequent RFP).
