SMUD currently serves the entire geographic region of Sacramento County and the southern tip of Placer County and has approximately 550,000 residential accounts. In the market that SMUD serves, customers are highly aware of SMUD and have a high level of customer satisfaction and loyalty to SMUD.

The HomePower service was launched in late 2002. Approximately 25,000 customers are enrolled and thousands more are expected to join. SMUD promotes the program several ways, for example, with inserts in the SMUD electric bill, through direct mail to customers’ homes, on the SMUD website and through partnerships with retail stores.

The HomePower Service (HPS) is a subscription-based service for minor electrical repairs. Customers pay $7.50 per month on their utility bill to participate. Owner-occupants and landlords of single-family dwellings (up to 4 units per dwelling) are eligible to enroll. There is an annual $500 limit for repairs per customer. After enrollment, there is a wait period (up to 6 weeks) before the customer is eligible to request repair service. The service includes minor electrical repairs performed by licensed electrical Contractors who are contracted by SMUD.

SMUD handles the initial telephone inquiries from customers for the request of service. The Contractor is notified by SMUD of the request for service, which results in a direct referral of the customer to the Contractor who provides the covered services. Approximately 4,000 service requests per year are expected from HomePower participants during the term of this contract. When the repair is completed, the Contractor invoices SMUD for the work performed. SMUD pays the Contractor directly, based on the fees outlined in their contract.

The Contractor shall provide repair or replacement of failed electrical components as described in “Attachment A-Covered Services” for SMUD’s HomePower Service participants.
The Contractor shall furnish all supervision, labor, materials, equipment, transportation and incidentals necessary to accomplish the work in accordance with the contract. The Contractors are not responsible for the cost of advertising used by SMUD to promote the program.

Show description Hide description
**SOLICITATION DOCUMENTS WILL BECOME AVAILABLE ONCE SOLICITATION GOES LIVE**
SMUD’s Distribution Planning department is looking to acquire a software to be the main tool for geo spatial short- and medium- term load allocation and forecasting to identify capacity and N-1 contingency shortfalls. This software shall be setup in a way where it can keep track of upcoming proposed load transfer switching, new loads, new substations, and distributed energy resources (DERs) and be integrated with Geographic Information System (GIS) and distribution load flow simulation software.

Our goal is to implement software that can interface with other enterprise systems including Advanced Metering Infrastructure (AMI), Supervisory Control and Data Acquisition (SCADA), Capacitor Control system, GIS, and Synergi to gather pertinent peak load information and present this data in a user-friendly format that can then be used for additional analysis via simulation software or for geo spatial short- and medium- term load forecasting analysis within the tool itself.

The tool will utilize additional parameters as inputs such as economic indicators, real estate data, census tract data, climate data, weather patterns to provide additional insights into geo spatial load forecasting and system analysis and the system’s installed and forecast distributed energy resource (DER) adoption data.

PowerDirect
Show description Hide description
*DOCUMENTS TO BE MADE AVAILABLE 4/18 @ 8 AM* A. SMUD Background: SMUD began serving electricity to Sacramento in 1946 and is now the nation’s sixth-largest community-owned electric utility. SMUD provides reliable, affordable electricity to approximately 566,000 residential accounts and 67,000 commercial/industrial accounts. SMUD employs over 2,000 people and is governed by a seven-member Board of Directors elected by SMUD’s customer-owners. SMUD is recognized nationally and internationally for its innovative energy efficiency programs and renewable power technologies. SMUD was the first large California utility to receive more than 20 percent of its energy from renewable resources, and recognized industry leader and award winner for its innovative energy efficiency programs, renewable power technologies, and for its sustainable solutions for a healthier environment In June 2020, SMUD’s Board of Directors adopted a climate emergency declaration that commits to working toward an ambitious goal of delivering carbon neutral electricity by 2030. The declaration recognizes the immediate risks to our community and demands bold action to achieve results. This resolution commits SMUD to finding carbon reductions in the quickest way possible and investing in our most vulnerable communities. The resolution also indicates a strong commitment to finding additional opportunities to accelerate decarbonization. PowerDirect® is a demand response initiative for load flexibility to offset the need of fossil fuels B. Program Overview. PowerDirect® is an automated demand response (ADR) program for SMUD commercial and industrial customers. To respond to this RFP we expect prospective proposers to review the program description and Procedures Manual in detail available on our website at: https://www.smud.org/en/Business-Solutions-and-Rebates/PowerDirect-Technology. SMUD relies on a technical services provider for PowerDirect implementation. The current technical services contract is reaching its term limit. SMUD is seeking a qualified firm to administer the PowerDirect program for new enrollments and assist in the maintenance of customers who are already enrolled. To better align with the strengths of the implementer, SMUD is also interested in alternative processes, or enhancements to the program that may be needed to achieve the goals.

Smart Inverter CSIP Testing
Show description Hide description
In an effort to include more distributed energy resources (DER’s) in our portfolio of resources, SMUD is evaluating smart inverter residential PV installations for monitoring and grid support. A critical piece to using any DER as an operational resource is evaluating its communications pathway. SMUD has adopted the Common Smart Inverter Profile (CSIP) consistent with California’s Rule 21 mandate for all Investor-Owned Utilities to use this profile for communications with DER’s. SMUD’s next step in evaluating smart inverters is demonstrating the Common Smart Inverter Profile (CSIP) communications pathway and the solutions available to making that pathway successful and scalable.
