SMUD has applied to the FEMA Hazardous Mitigation Grant Program for the upsizing of culverts since a nationally declared emergency from the storms in the winter of 2017. During those storms it was apparent that there were a number of culverts throughout the UARP that were susceptible to damage and overtopping during extreme flows. A number of these culverts were also identified for upsizing prior to 2017 during FERC Relicense negotiations. The objective of this project is to bring a number of the identified culverts and arch culverts up to a condition in which they could tolerate 100-year flow projections.

Lot 31, previously part of the Blue Diamond Growers (BDG) property, is reported to be a sliver fill of C&amp;D.<span style="mso-spacerun:yes"> </span>Both sites have a soil cover of varying thickness in place.</font></a></p><font face="arial, helvetica, sans-serif"> </font> <p class="MsoBodyText"><span style="mso-bookmark:_Hlk75768582"><font face="arial, helvetica, sans-serif">Although the Site is a pre-California Code of Regulations (CCR) Title 27 landfill, SMUD has agreed to perform Site remediation in compliance with select requirements of CCR Title 27 solid waste regulations as identified by the California Department of Resources Recycling and Recovery (CalRecycle), and regulated by the Sacramento County Environmental Management Department, the local enforcement agency (LEA). Additional oversight of groundwater quality is provided by the Central Valley Regional Water Quality Control Board (RWQCB).<span style="mso-spacerun:yes"> </span>The Site is listed as 34-CR-0005 per CalRecycle’s online Solid Waste Information System (SWIS). Site related documents are available on the SWIS website or included as references to this document.</font></span></p><font face="arial, helvetica, sans-serif"> </font> <p style="text-align:justify"><span style="mso-bookmark:_Hlk75768582"><span style="mso-bidi-font-size:12.0pt;line-height:115%;mso-bidi-font-family:Arial"><font face="arial, helvetica, sans-serif">SMUD will construct a 2-feet thick minimum soil cover with a minimum slope of 2 percent (%) over the NCLF to isolate the waste and provide rainfall drainage off of the Site.<span style="mso-spacerun:yes"> </span>On December 12, 2020<span style="letter-spacing:-.1pt">, SMUD and the City entered into an agreement allowing SMUD to use City property identified as Lot 31, located immediately east of the far north end of the NCLF, for construction of a stormwater drainage ditch and infiltration pond for control of stormwater runoff from the NCLF.<span style="mso-spacerun:yes"> </span>As part of this agreement, SMUD will construct a 2-feet thick soil cover over portions of Lot 31 where C&amp;D has been reportedly placed. The soil cover will be continuous between the 2 properties.</span></font></span></span></p><font face="arial, helvetica, sans-serif"> </font> <p style="text-align:justify"><span style="mso-bookmark:_Hlk75768582"><span style="mso-bidi-font-size:12.0pt;line-height:115%;mso-bidi-font-family:Arial"><font face="arial, helvetica, sans-serif">The Site has 4 existing high voltage transmission towers.<span style="mso-spacerun:yes"> </span>The existing transmission towers will remain in place and transmission lines will be energized during the Work.<span style="mso-spacerun:yes"> </span>Access roads with working pads to facilitate ongoing maintenance/construction activities associated with the transmission towers will be constructed over the soil cover.</font></span></span></p><font face="arial, helvetica, sans-serif"> </font> <p style="text-align:justify"><span style="mso-bookmark:_Hlk75768582"><span style="mso-bidi-font-size:12.0pt;line-height:115%;mso-bidi-font-family:Arial"><font face="arial, helvetica, sans-serif">The south end of the Site includes the decommissioned North City Substation. Portions of the substation concrete foundations, grade beams, slabs, duct runs, buried conduit containing electrical wire and cable, direct burial cable and wire, and grounding wire will be demolished, excavated and removed to a depth of 2 feet lower that the final cover grades.<span style="mso-spacerun:yes"> </span>Electrical wire and cables will be de-energized.</font></span></span></p> <p class="MsoBodyText"><span style="mso-bookmark:_Hlk75768582"><font face="arial, helvetica, sans-serif">The Contractor shall furnish all supervision, labor, materials, equipment and incidentals necessary to accomplish the Work in accordance with the Contract Documents. As an overview, the scope of work includes fence removal, demolition of eastern portions of North City Substation concrete footings, grade beams, slabs, duct runs, conduits containing wire and cable, direct burial wire and cable, and grounding wire, abandonment of groundwater monitoring wells and landfill gas monitoring wells, site clearing, excavation of soil/C&amp;D, with the possibility of small amounts of waste from the NCLF, excavation of soil/C&amp;D from Lot 31, segregation and recycling of concrete, placement, compaction and grading of soil/C&amp;D fill on the disposal site surface, placement, compaction and grading of soil over the NCLF and Lot 31 sites for final remediation cover; excavation of an infiltration pond on Lot 31, construction and geosynthetic lining of drainage structures, hydroseeding, construction of access roads and maintenance pads for the existing transmission towers, installation of a groundwater monitoring well, modifying landfill gas and groundwater monitoring pipe and protective casings, replacement of a perimeter fence; and furnishing, installing, maintaining, and complying with all best management practices (BMPs) required for a complete project.</font></span></p>

We mail materials to our residential and commercial customers, and other stakeholders, to inform them of events and services, as well as to solicit their participation in various energy efficiency, environmental, and other programs. While the purpose of some of our direct mail activities is simply to inform and educate customers and other stakeholders of information that is important to SMUD, others seek to have customers take direct action such as signing up for a particular program by returning a printed Business Reply Card (BRC) or other printed material. For Direct Mail and Print Production services, we are seeking a firm to be a strategic and collaborative partner in our communication efforts. The Contractor must be able to meet SMUD’s increasing demands for speedy and efficient job processing, quality and versatility of materials, accuracy of mail lists, as well as have the ability to consult on strategic direct mail planning and design. The Contractor will receive work assignments in the form of written Task Authorizations.It is difficult to estimate SMUD’s mailing needs for the next two to five years. The Contractor may receive direct mail and printing requests requiring simple and complex printing and bindery, quick turn-around times, complex or non-standard envelope fulfillment. Average volume direct mail projects consist of 10,000 to 50,000 pieces, with some quantities as small as 200. Some projects involve large one-time drops, while others may involve ongoing drops – such as weekly and as large as 550,000 – based on a predetermined schedule and plan. The Contractor will use SMUD’s postal permits for postage for SMUD’s projects, and will provide regular reporting to SMUD’s Marketing, Market Research, and Postal Services departments. The selected firm(s) will have the staff or subcontractor capacity capable of meeting the requirements of the Program, which are summarized as follows: - Ecosystem-related research project development, design, implementation &amp; reporting integrated with utility and community scale renewable generation projects and their components, utility transmission &amp; distribution corridors and other utility and public/private land holdings;- Field Survey &amp; Data Collection Support &amp; Analysis including: · Biological resource field surveys· Rare plant surveys· Soil &amp; biomass carbon testing· Soil erosion and project hydrology assessments· Research project field monitoring- Land-based carbon opportunity assessment and use of carbon offset protocols or other market mechanisms to support.- Project level cost-benefit and regional-scale economic &amp; health benefit analysis, including stakeholder identification and assessments. - Technical assessment of direct and indirect greenhouse gas emissions, mitigation, capture and storage technologies in the electric power generation sector and SMUD’s service territory, including alternatives to refrigerants and other substances with high global warming potential;- Interpretation of new climate science findings and methodologies and determination of relevance and potential physical impacts to SMUD; System-wide and asset level vulnerability and risk assessments and recommendations to improve resilience and preparedness;- Presentation of projects and findings in public and executive forums. GIS, graphics, report and presentation capacity to support project requirements.- Assistance in the development of grant proposals and other funding partnerships.- Community development and design to leverage utility/public investments and promote multiple community objectives, including urban agriculture, urban forestry and greening, local entrepreneurship and business development, community resiliency, placemaking or other multi-purpose infrastructure.- Coordination with the County, Cities, trustee or responsible agencies and NGOs with appropriate notification distances of the project boundaries, advertising, public outreach to include conduction of public workshops with displays and handouts- Consultation on environmental permitting requirements and research exemptions for projects similar to SMUD’s projects in accordance with the California Environmental Quality Act (CEQA) and the National Environmental Protection Act (NEPA), including requirements of federal, state and local agencies (SMUD’s Environmental Management department performs this function for SMUD projects – that work is not within the scope of this RFP).- Miscellaneous project related services as needed To the extent that the Contractor lacks specific expertise in any of the disciplines needed by the DES&amp;C Program, a professional group of subcontractors or associate firms should be assembled to complement the Contractor’s technical and environmental expertise. SMUD is a member of the The Climate Registry, as well as a mandatory reporter to the California Air Resources Board, and the US EPA, and has certified its emissions inventories with the California Registry. This RFP is NOT seeking certification services or programmatic guidance for SMUD’s reporting to TCR, EPA, or the ARB and is also NOT seeking primary CEQA or NEPA compliance support. As required for specific projects, the Contractor will have access to relevant SMUD data and reports. SMUD staff will coordinate a data sharing request and the Contractor will be required to comply with all data security policies.
